Z0 — Umbrella Pre-Registration: UHA Space-Frame, Coordinate Provenance, and Ωm Baseline Research Program (v1. 2-hybrid, bootstrap commit d842691). Three-track research program testing whether the Universal Horizon Address (UHA) coordinate framework and EB carrier uncertainty propagation can: (1) operate as an overlay layer for space-operations coordinate handling (Track 0) ; (2) improve cross-survey cosmological consistency through better coordinate provenance (Track A) ; (3) reduce apparent cosmological tensions by unifying Ωm baselines across surveys (Track B). This umbrella does not run any analysis itself. It locks the program structure, the non-claims, the termination criteria (kill switches), and the deposit chain so that subsequent per-track pre-registrations (Z1, Z2, Z3) inherit a consistent framework and so that post-hoc rescue of any failed branch is structurally impossible.
