Abstract

This note proposes a time-independent reinterpretation of cosmological redshift based on vacuum field impedance rather than metric expansion. By treating c² as an emergent field impedance κ(λ), redshift arises from coherence-state sampling instead of kinematic stretching. The framework resolves the Hubble Tension without invoking Dark Energy, preserves surface brightness relations, and remains consistent with local Doppler physics. No fundamental time parameter is assumed. The work is exploratory, falsifiable, and intended as a conceptual reframing rather than a complete cosmological model.
