ABSTRACT Participatory changes have not solved farmer noncompliance with irrigation restrictions, proving that technical knowledge alone is insufficient for good governance. The knowledge compliance paradox in irrigation governance examines how farmers' views of the system's technical components might strengthen or diminish collective compliance with water management. This research employs data gathered from 187 farmers across 49 irrigation districts within the Bengawan Solo Basin in Indonesia. This study utilises partial least squares structural equation modelling (PLS‐SEM) to analyse the interactions between knowledge, institutional trust, social capital and compliance in relation to adherence to cropping and water quota regulations. The research findings indicate that knowledge of cropping rules negatively impacts compliance ( β = 0.23, p < 0.01). This suggests that farmers with low institutional legitimacy are likely to engage in noncompliance. Conversely, greater trust in farmer associations significantly enhances compliance ( β = 0.82, p < 0.001) and mitigates adverse effects ( β = 0.11, p < 0.01). Quota compliance is influenced by cropping compliance, demonstrating the role of institutional trust in shaping behaviour. The model explains 74% of cropping and 36% of quota compliance. This highlights the significance of social capital and institutional credibility in converting knowledge into collective action.
