This paper introduces SafeKey, a three-layer offline security framework designed to eliminate the primary fraud attack vectors targeting elderly and technologically non-fluent populations. Fraud operations — including AI voice clone attacks, phishing email campaigns, and social engineering — now represent a coordinated, multi-billion dollar global industry disproportionately targeting fixed-income retirees and digitally non-fluent individuals who lack institutional support or accessible tools for self-defense. Layer 1 (SafeKey Password Engine) is a locally-hosted, PIN-gated password generation system producing 24-character hexadecimal passwords with an estimated 33-million-year brute-force resistance under current computational constraints. Layer 2 (PhishGuard) is an AI-assisted email classification system that removes the burden of phishing identification from the end user, returning a structured verdict, risk score, signal breakdown, and action recommendation. Layer 3 (Social SafeKey Protocol) is a family-level verbal authentication system using a pre-established safe word that defeats AI voice clone attacks at the social trust layer — no technology required. All three layers are implemented in a freely available, open-access web application requiring no installation, no account creation, and no external data storage. The author estimates that adoption of this framework at scale would eliminate approximately 90 percent of fraud currently targeting the elderly and non-technical population segment. A case study of a real-world AI voice clone bank fraud event is included to illustrate the attack sequence the framework is designed to defeat.
