Abstract

The Instructional Quality Management System (IQMS) is an original quality management framework designed specifically for instructional contexts, modelled on ISO 9001 principles and grounded in nine evidence-based pedagogical fundamentals. It provides educators, curriculum coordinators, and instructional leaders with a systematic, integrated approach to ensuring that every element of the learning experience meets a defined and consistently applied standard of quality. The framework addresses three integrated components: Products (all materials created and delivered to learners, including lesson plans, assignments, assessments, and multimedia content), Execution (the full instructional cycle across pre-lesson preparation, para-lesson delivery, and post-lesson reflection), and Metrics (a continuous improvement engine tracking leading indicators, lagging indicators, and process indicators). The IQMS is built on Nine Fundamentals drawn from current research in pedagogy, epistemology, and learning science: Clarity of Expectations, Supportive Environment, Transparency (TILT framework, Winkelmes 2016), Scaffolded Assessment, Learner-Centered Design, 21st Century Skills Integration (the 4Cs), Joyful and Meaningful Learning, Experiential and Multimodal Approaches, and Epistemic Learning (Perry 1970; Kuhn 1999; Hofer and Pintrich 1997).
