Evaluation analyzes process efficiency and outcomes in the HHS UAC Program, suggesting policy improvements.
This research paper presents a comprehensive process efficiency and outcome evaluation analysis of the HHS Unaccompanied Alien Children (UAC) Program using 720 daily observations (January 2023–December 2025). The study derives five key performance indicators — Transfer Efficiency Ratio, Discharge Effectiveness Index, Pipeline Throughput Rate, Backlog Accumulation Rate, and Outcome Stability Score — supported by 12 original data visualizations. Findings include a historic peak HHS census of 11,516 children (December 2023), a 65-day sustained crisis window, and an 89% reduction in daily apprehensions by 2025. Eight evidence-based policy recommendations are advanced for HHS, ORR, and interagency partners.
