The HγC second cycle has produced a receive-side infrastructure for handling cases before explaining, dynamically modeling, comparing, calibrating, or integrating them. This paper formalizes the common methodological object implied by that infrastructure: structured non-claim. In the HγC second cycle, non-claim is not merely the absence of explanation. It may be a positive output when a case can be received, typed, routed, partially compared, archived, or marked as field pressure while stronger claims remain withheld. The paper develops structured non-claim through four anchors: O-pre / Uranus-type intake, EDM / W-receive threshold discipline, CBR / scalar-identity archive, and P-line integration pressure. Outputs such as diagnosticₒnly, quantitativeblocked, explanationwithheld, releasedₙotᵣesolved, archiveₐsₑvidence, belowW6ₜhreshold, sameₒbjectclaimwithheld, readinessᵢnferencewithheld, and integrationclaimwithheld are treated as structured states of the framework rather than failures. The result is an Evidence Archive discipline for the HγC second cycle. The archive is not a rejection pile, a hidden queue of promised future papers, or a failed-work list. It is a structured preservation layer in which allowed weak outputs, withheld claims, archive classes, return paths, and review triggers are explicitly recorded. HγC advances not only by adding claims, but also by preserving structured evidence without overclaim.
