Formal note establishes O-pre intake process for observational inputs, indicating structured routing necessary for calibration.
The second cycle of the HγC framework has clarified that bounded Track A galactic closure is not universal observational intake. O6 established a boundedly closed galactic calibration object, but that object does not by itself determine how new observational inputs should enter the framework. Sparse, heterogeneous, instrument-split, temporally partial, multi-layer, projected, or comparison-generated inputs must first be received, scoped, gated, routed, held where necessary, and assigned allowed and withheld claims. This note formalizes that pre-O-line receive-side layer as O-pre. O-pre records observation mode, degraded diagnostic status, bundle scope, contrast-axis registration, structured residual status, support / residue / tension readiness, routing state, archive status, and claim discipline before stronger O-line interpretation is allowed. Its operational output is the O-pre Intake Record v0.1. O-pre protects the bounded achievements of the O-line by preventing O6 bounded closure from becoming universal intake. A Uranus-type intake case is used only as a diagnostic anchor: field pressure, not confirmation; diagnostic intake, not physical explanation. The governing rule is that observational inputs must be received before they are interpreted as O-line support, residue, tension, calibration evidence, or explanation.
