This study grounded in social exchange theory (SET), examines a notable gap in the literature on the mediating role of leadership behaviours, employee relationships, communications patterns between organizational culture and trust within the public sector. Results pointed out that organizational culture greatly enhanced employee relationships, communication patterns, and leadership behaviour, shown with the use of partial least squares structural equation modelling (PLS-SEM). Even though leadership behaviours were not found to be directly related to organizational trust prediction, organizational culture was critical in shaping it through enhancing communication and building employee relationships. These findings highlight the significance of encouraging a cooperative organizational culture and open communication to establish confidence in public organizations. This study offers a broad framework for leadership development tailored to organizational contexts, filling a significant gap in the literature on indirect routes to trust in public organizations.
