This study analyzes the evolution of adaptation strategies in the forestry sector of the Russian Federation to climate change during the period 2019–2024. The focus is placed on managing key climate-related risks: declining forest productivity, shifts in species and stand composition, increasing frequency and intensity of wildfires, outbreaks of harmful organisms, and the impacts of extreme weather events. The main objective is to identify shifts in the priorities of regional and federal adaptation strategies by quantitatively analyzing the dynamics of adaptation measures and the structure of budget expenditures, and to develop recommendations for their improvement. The methodological framework is based on the dialectical method of scientific inquiry, a systems-structural approach, comparative and statistical analysis, as well as elements of economic analysis. The empirical base includes official statistics, agency reports, scientific publications, and regulatory documents governing the development of the forestry sector under climate change. The results demonstrate a steady increase in the overall number of adaptation measures (+47% over five years), the dominant role of prevention of wildfire, and significant growth of attention to changes in forest species composition (+134%), while measures aimed at addressing extreme weather events and biotic threats remain underdeveloped. The identified volatility of budget expenditures highlights the need for a transition to predictable and systemic financing of adaptation strategies.
