RFC-ATF-2 is the second specification in the Agent Trust Fabric (ATF) Open Protocol Standard. It extends RFC-ATF-1 (DOI: 10.5281/zenodo.20155016) by defining the Runtime Governance Continuity (RGC) layer: the Continuity Eligibility Score (CES) formula, Runtime Continuity Records (RCR), Authority Fragmentation Guard (AFG), and Reauthorization Challenge (RC) protocol. Eight new invariants: RGC-INV-001–008. ATF-RGC-Compliant designation. v1.1 update: Adds RFC-ATF-2.md canonical markdown source alongside the PDF.
