This paper introduces the Al-Razqi Nucleus Safety Model, a conceptual framework that draws an analogy between the biological cell nucleus and institutional safety culture in project environments. The model proposes five hierarchical levels: Core Leadership Nucleus, Institutional DNA, Healthy Functional Differentiation, Self-Repair Mechanisms, and the Sustainable Project.
