The study examines the procedures for planning, allocating and using targeted funds, as well as the role of monitoring and evaluating the effectiveness of their use. Special attention is paid to the issues of transparency and accountability, which is a prerequisite for increasing the trust of citizens and government agencies. Thus, targeted funds play a key role in the activities of budgetary institutions, contributing to the implementation of social programs and improving the quality of services provided.
