Through systematic inspection and verification of ten mature theories covering classical physics, core modern physics and particle physics, it is verified that all experimentally verified physical laws in nature are low-energy approximate special cases of the W≡0 universal topological polarity conservation system under specific local domains, energy levels and polarity fluctuation intensities. This achievement fundamentally resolves the century-old paradigm conflict between relativity and quantum mechanics, and clarifies the essential boundary between local background effective theories and universal origin theories. As the general outline of the third stage, this paper defines two core academic tasks of this stage: the construction of four-dimensional topological spacetime and the verification of axiom meta-stability.
