This paper examines contextual factors of effective ICT implementation for smart learning environments resulting from a review of exploratory research, evaluation data and study reports of successful ICT use in schools around the world. By referencing the design and implementation components of the Intel® education initiatives for education transformation, this paper will illustrate the key intervention considerations and challenges associated with technology integration, policy recommendations, and sustainable resources. Transforming education systems and supporting national competitiveness are challenging, long-term endeavors and require a holistic multi-dimensional approach. On-going support, embedded monitoring and visionary leadership can inform policies, teaching and learning processes and professional development to enable reform efforts that support real change.
