Working paper emphasizes community-led development to enhance sustainability and legitimacy in South Africa.
The paper investigates the reconceptualisation of community participation in South African development practice through the integration of Indigenous Knowledge Systems (IKS), participatory governance, and participatory communication approaches. The paper advocates a move away from compliance-based consultation models towards operational systems of community-led development engagement, which will enhance project sustainability, social legitimacy, and inclusive decision-making. Based on practitioner experience in social facilitation, infrastructure development, and empowerment monitoring, the paper discusses the limitations of traditional frames for participation and argues for a more systematic and context-sensitive approach to development implementation. This discussion is set in the larger context of public infrastructure delivery, community participation policy, and development governance in South Africa. This document is published as a working paper to foster academic discussion, practitioner engagement, and collective refinement into future formal research and publication.
