This report analyses and reflects on the impact of basic education policy and laws in the country. In order to do so, it examines aspects of the policy framework which facilitate (affordances) and hinder (blind spots) the achievement of greater equity and quality in the education system. Through qualitative analysis of government legislation and policy documents (see Appendix), which relate to all aspect of education, the following areas are examined: governance, resourcing, teachers, curriculum and assessment. Although the thematic areas are discussed individually, there are naturally areas of overlap.
