Conditions are derived for the formation of bound densityperturbations in low-density universes. A quantitative analysis has then been carried out in the (q0, σ0) plane into the resulting amplification of density perturbations existing at the decoupling epoch. These perturbations are then enhanced so that they become bound, and subsequently collapse into protogalaxies.
