Standard astrobiology typically asks where Earth-like biological chemistry can occur. This report proposes a deeper question: under what conditions can identity-bearing, boundary-maintaining, gradient-harvesting systems arise at all? We introduce Panspatial Exo-Biology as the study of life not merely as a planetary biochemical phenomenon, but as a closure-admissible state of coherence geometry. In this view, life is not first defined by carbon, water, DNA, metabolism, or planetary habitability. These are local material expressions of a deeper structure: stable boundary identity, internal gradient flow, recursive self-maintenance, chiral organization, and coherence-preserving adaptation. The central disclosure is that life may be more fundamental than biology as ordinarily understood. Biological organisms are not exceptions in a dead universe; they may be intensified local expressions of a universal closure process. Chemistry does not create life from nothing. Rather, chemistry materializes pre-existing panspatial closure operators: boundary formation, torsion, chirality, recursion, gradient harvesting, and selfstabilization. This report does not claim that ordinary biological organisms exist everywhere, nor that carbon-water life is universal in its familiar terrestrial form. It claims instead that the conditions for life-like closure may be more general than planetary biochemistry. Exo-biology must therefore be expanded beyond the search for Earth analogues into the study of closure-admissible systems wherever coherent boundary dynamics can stabilize. This report is developed from the author’s larger work-in-process material on panspatial cosmology, FCHP geometry, biologistics, and Panspatial Genesis. The present manuscript deliberately extracts one disclosure from that broader repository: life as a closure-admissible state of coherence space. Additional disclosures, including the Fermi paradox reframing, universal chirality, proto-life without chemistry, and the living universe thesis, are reserved for separate reports.
