This article demonstrates that the scaling constant K_scale = 19.29 of the QLCM-ATI framework is not an empirical parameter adjusted a posteriori, but a topological invariant analytically derived from the geometry of the semantic torus T² with Gaussian curvature K = 0. Using the family of 4-regular circulant graphs C_N(1,3) that discretize T², we prove that K_scale = 24 × E_f(∞), where E_f = 0.8037 is the invariant eigenvalue of ethical fidelity at the critical point ATI-2025-183248. Computational tests confirm asymptotic convergence for N = 2^q, q ≥ 9 with an accuracy of ±0.0001. This result positions QLCM as a predictive framework of quantum informational physics, rather than a descriptive model fitted to data.
