The purpose of this article is, in part, to measure the perceptions and attitudes that Japanese‐ and English‐speaking tourists have about the legislation of casino gaming in Hawaii. One result of the research is that, by analyzing the responses of these two distinct tourist groups, a better understanding of their similarities and differences is achieved. Another result — as well as the ultimate aim of this exploratory study — is to provide perspective on whether it is feasible to legalize gaming in Hawaii.
