The theoretical justification of effective interactions for shell-model calculations is discussed in terms of t-matrix theory. A peculiar difficulty arises when t-matrix elements are fitted to energy levels, in that the single-particle basis functions are unknown. A criterion under which the t-matrix will act like a two-body interaction operator is presented, and the problem of relating the residual interaction to the phenomenological interaction is discussed.
