The author presents a comprehensive study of dynamic channel assignment and power control (DCA/PC) algorithms which introduces a simple method to estimate the potential capacity of any such system. It is indicated that interference adaptation is the dominant source of gain in typical settings, compared to trunking efficiency. Simulation studies show that distributed DCA/PC algorithms can achieve much of the potential gain (capacity gains of 2-4 are observed where the potential gain is estimated to be about 5).< <ETX xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">></ETX>
