Abstract This article reviews the impact of broader policy changes – rooted in the (raising standards’ and ‘managerialist’ projects – on continuing professional development in England and Wales. It argues that the pendulum has swung too far towards system-led training but that the Green Paper makes it timely to reassert the importance of individual professional development. Emerging issues, including the implications for universities, are discussed and it is concluded that support for a shift in direction will be needed from new organisations like the General Teaching Council as well as from established ones like the higher education funding councils.
