The regulation of business by state agencies of various kinds is itself becoming big business for researchers in the United States of America and Europe, using analytical approaches drawn from political science, law, economics, sociology, socio-legal studies, and law and economics.' Selfregulation by business has also been the subject of much enquiry.2 But these two types of regulation do not complete the set. It is not only firms or independent bodies which regulate themselves or are regulated by the state. Government bodies are also subject to regulation by other government bureaucracies.
