Abstract "When Nothing Interacts, Everything Persists" This paper introduces Primary Effort Theory (P.E.T.), an information-theoretic framework for cycliccosmology. I propose that accelerated cosmic expansion causes a decay in macroscopic correlationwhile conserving total global information density. As mutual information between causally isolatedhorizons drives toward zero, it triggers a topological saturation at the Bekenstein bound. This stateof maximum latent tension necessitates a non-local unitary erasure event (the unitary reset) whichresets cosmic entropy to zero. Consequently, the so-called "Heat Death" is not an absolute end but asymmetrical, recursive transition phase that initiates a renewed inflationary Big Bang. The theoryprovides a solution to the Tolman paradox in cyclic cosmology while rejecting absolute nothingnessin favour of diluted something: effort without clarity, potential without performance.
