This preprint introduces the Global Agent Atlas v0.1, a public-evidence census of non-EU and world-facing AI agents, agent platforms, assistants, and high-risk-adjacent systems. This preprint introduces the Global Agent Atlas v0.1, a public-evidence census of non-EU and world-facing AI agents, agent platforms, assistants, and high-risk-adjacent systems. The atlas maps named systems to candidate EU AI Act routes, local jurisdiction-law hooks, evidence strictness, source documents, delegated-action cues, trust artifacts, and governance-radar comparisons. It uses the wording 'public-evidence candidates for local applicable jurisdiction exposure' to avoid legal conclusions while making public agent evidence legible for researchers, regulators, journalists, and public bodies. Rows, mappings, and examples are candidate mappings based on public evidence. They are not legal conclusions, conformity assessments, certifications, or legal advice.
