A case study of the idea “liberty,” focusing on the speeches of Elizabeth Tudor, Peter Wentworth, and James Stuart, suggests that the concept is a product of collective consciousness and not the creation of an intellectual elite. In addition, analysis of Elizabeth's style of rhetoric and rule (contrasted with James') reveals her successful attempt to “feminize” the power of English kings.
