Plasmon wave packets are shown to be nucleated in narrow density holes which are the remnants of previous generations of ``burnt out'' cavitons. The proximity of the nucleation length scales to those of dissipation precludes the possibility of a self-similar inertial range for wide range of parameters. The nucleation mechanism may also arise in other contexts.
