It defines the rigid minimal core any implementation must honour to interoperate: the object model (question · claim · evidence), structured identifiers and their lifecycle, the claim contract (PECO context, GRADE, gaps, knowledge state), immutable citable versioning, Knowledge Freshness, the machine-first JSON surface, and the provenance/neutrality discipline (‘registers, not arbitrates’). It specifies an open, suggestion-only contribution model and conformance levels, while leaving the periphery open: which domains exist, which AI compiles, which sources are searched, who funds compute.
