This paper presents Ka-sei within the first system of Kasei-Theory as a non-modal readability maintainability architecture. The paper does not propose a theory of possibility, modality, potentiality, capability, optionality, virtuality, completed configurational openness, possibility-derived accessibility, modality-derived order, potentiality-derived latent capacity, capability-derived executable power, openness-derived unrestricted accessibility, or transcendental possibility structure. Instead, it fixes Ka-sei, constrained Ka-sei, configurational differentiation, local maintainability, unreadability, formal Ka-sei, and non-totality as distributed structural positions within constrained local readability maintainability. Ka-sei is not treated as possibility, modality, potentiality, capability, openness, or modal accessibility, but as constrained Ka-sei under which configurational differentiation remains locally maintainable without universal possibility, completed modal stabilization, latent capacity, executable power, unrestricted openness, or total configurational closure. Ka-sei does not establish possibility. Ka-sei does not establish modality. Ka-sei does not establish potentiality. Ka-sei does not establish capability. Ka-sei does not establish terminal configurational openness. Ka-sei remains fixed only as constrained Ka-sei within readability maintainability. This paper fixes only the local Ka-sei conditions under which configurational differentiation remains maintainable without transition into universal accessibility, completed modal stabilization, possibility-derived accessibility, potentiality-derived latent capacity, capability-derived executable power, openness-derived unrestricted accessibility, or total configurational integration. No subject is presupposed. No modal structure is established. No universal possibility structure is secured. No total configurational closure is completed. This paper is part of Kasei-Theory.
