How does a formal AI output become a meaningful claim about a real human situation without becoming overclaim, prediction, or disguised authority? TUS OS® — Binding AI from Geometric Measurement to Situated Meaning addresses that missing middle layer in AI governance. The paper argues that AI governance must control not only how systems compute, document, and explain outputs, but also the moment at which formal receipt structure is allowed to enter situated domain meaning. It presents Domain Binding as the governed passage between geometric measurement and situated domain interpretation: a disciplined crossing from emitted, allowlisted receipt primitives to bounded domain readings under declared question, scope, and report context. The paper introduces the receipt as a structural witness: an event-bound artefact that preserves formal structure and constrains downstream interpretation. It develops Governed Relational Insight as the bounded, receipt-grounded disclosure of how concerns stand in relation within a declared situation. It also explains the three-stage discipline that TUS OS® uses to prevent interpretive overreach: the formal receipt records what was emitted; the Domain Profile defines which receipt primitives may carry which domain concerns; and the report may make only those situated claims that are supported by the emitted surface, admitted by the binding, and kept inside the applicable claim boundary. The triad is described as a controlled three-position view of the same declared situation, allowing recurrence, divergence, and relational depth to be inspected without turning the three views into a vote, average, or prediction. The paper explains internal spaces and external places, formal meaning before domain meaning, binding as governed correspondence, the Geometric Correspondence Test, binding admission and binding citation, the receipt as structural witness, binding as harness, the triad as stereoscopic instrument, agency and restraint, and the philosophical orientation of TUS OS®.
