This paper addresses the collaborative traffic flow management (TFM) effort known as the Federal Aviation Administration’s (FAA’s) airline data exchange (FADE). It is a distributed planning system intended to facilitate the exchange of information between providers of TFM and airline operational control centers. FADE involves infrastructure improvements, new allocation algorithms, and changes in procedures and policies as transition progresses toward a truly collaborative TFM system. FADE will be addressed in the context of the FAA’s broader Collaborative Decision Making Program and the joint industry/government initiative known as Free Flight.
