Develops leadership framework in Filipino nurses, suggesting a structured pathway for advanced roles.
The growing complexity of healthcare systems, persistent workforce shortages, and increasing demands for quality patient care have highlighted the need for advanced nursing leadership roles. In the Philippines, the absence of a formal Clinical Nurse Specialist (CNS) in Clinical Leadership program has created a gap in preparing nurses for advanced clinical leadership, governance, quality improvement, and evidence-based practice. This study aimed to develop and validate a Clinical Nurse Specialist in Leadership Program Framework for Filipino nurses. The study employed a multi-phase developmental research design guided by the ADDIE Model (Analysis, Design, Development, Implementation, and Evaluation). Phase 1 involved theoretical and literature synthesis to identify competency domains and leadership requirements. Phases 2 and 3 utilized a Single-Round Delphi technique with 20 purposively selected nursing experts composed of nursing deans, program coordinators, chief nurses, and nursing supervisors. The Content Validity Index (CVI) was used to determine expert consensus and validate the proposed framework. Findings identified ten essential leadership competency areas grounded in theoretical, empirical, and contextual evidence. The initial Outcome-Based Education (OBE)-based CNS Leadership Framework achieved strong expert consensus, with 95% agreement among panel members. Following revision and refinement, the final framework attained a perfect Content Validity Index (CVI = 1.00), with 100% agreement across all competency domains and program components. The framework integrates leadership formation, clinical expertise, evidence-based practice, governance, interprofessional collaboration, emotional resilience, innovation, cultural competence, mentorship, and lifelong learning. The developed Clinical Nurse Specialist in Leadership Program Framework demonstrated excellent content validity, relevance, and applicability for nursing education and practice in the Philippines. The framework provides a structured pathway for developing advanced clinical nurse leaders capable of enhancing healthcare quality, supporting Universal Health Care goals, and strengthening nursing leadership nationwide. Pilot testing and institutional adoption are recommended to further evaluate its effectiveness and sustainability.
