This record preserves VNAL-1.1, the VECTAETOS™ Non-Agentic License, as a standalone authored, timestamped, citable implementation-behavior artifact. VNAL-1.1 governs implementation systems, simulators, runtime structures, ASIMULATOR-like systems, output-producing prototypes, trajectory exploration tools, adapter-integrated prototypes, and systems exposing traces, projections, or responses. Its purpose is to ensure that implementation systems remain non-agentic, non-authoritative, non-optimizing, uncertainty-preserving, and explicitly separated from the canonical ontology. VNAL-1.1 is one layer of the VECTAETOS™ License Stack. The stack separates canonical ontology, software/tooling, implementation behavior, projection/trace artifacts, and identity/compatibility claims. This record preserves only the implementation-behavior license layer. Other layers are governed by separate records and/or repository files. VNAL-1.1 supersedes VNAL-1.0 for new implementation releases only where explicitly declared.
