HRMARS - This paper to analyse the effect of Tun Dr Mahathir Mohamad to strengthen the confidence of Malaysian society through Systematic Literature Review (SLR) approach. This study reviews articles of leader citizen communication, leadership rhetoric and the impact of speeches by Tun Dr Mahathir following PRISMA guidelines. The search process was performed through Scopus, Web of Science and Google Scholar databases using keywords related to the rhetorical strategies, political communication, public confidence and Tun Dr Mahathir’s leadership. The results of screening and quality assessment showed that nine articles met the criteria for analysis. The analysis shows three main themes which affect public confidence, namely rhetorical strategies, micro linguistic structures, and strategies for referencing facts and spiritual values. The analysis found that Tun Dr Mahathir uses elements of metaphor, pathos, logos, ethos and humour to improve his message and to make it closer to the people. Moreover, the use of inclusive pronouns such as “we” and “together” helps create a sense of togetherness between the leader and the people. The analysis also indicated that the use of facts and statistics and the emphasis on moral values in Tun’s speech successfully enhanced the credibility and public confidence in the leadership of the country. In conclusion, Tun Dr. Mahathir’s speech is not only a channel of political communication but also an important tool in building public confidence and support. This study contributes to the understanding of political discourse and rhetorical leadership by demonstrating rhetorical strategies and persuasive language strengthen leadership credibility, public trust, and national unity within the Malaysian political context.
