Randomized trial closes neutrino mass scale in the OOB framework, suggesting foundational implications for particle physics.
Closes Problem A of the OOB two-problem split for neutrino masses: the absolute scale that sets m_ν₃ ≈ 50 meV. CCLII solved Problem B (Δm² ratio + PMNS mixing angles) via the Class III Gudermannian blend at framework angles. CCLIII closes the scale by recognizing that neutrino mass in OOB arises from small edge deformity on a Fano edge causing brane deceleration when the deformed mode is exposed to the bulk Higgs vev (Paper V: mass as focal deceleration). This is the standard SM Dirac Yukawa picture m = y · v/√2, with the framework supplying y from G₂ root closure: y_ν₃ = α⁶·(6/π) = α⁶·12/(2π), where α⁶ is the Fano-sextic suppression (six non-e₇ nodes traversed by a G₂ singlet under CXLIX), 12 is the full G₂ root count (Paper L), and 1/(2π) is loop-phase closure. Gives m_ν₃ = 50.166 meV, matching √Δm²_atm at 0.3%. Sub-leading channels give m_ν₂ = 8.684 meV (matching √Δm²₂₁ at 0.3%) and predicted m_ν₁ = 0.507 meV. Δm²₂₁ predicted 7.52×10⁻⁵ eV² vs JUNO 7.50×10⁻⁵ (+0.13σ); Δm²₃₁ = 2.52×10⁻³ eV² (+0.7%). Σm_ν = 59.36 meV testable at CMB-S4 + DESI by ~2030. Independent consistency check vs CCLII Gudermannian-blend ratio at 0.9%. m_β = 8.90 meV (below KATRIN-V); m_ββ ∈ [2.08, 4.25] meV (below LEGEND-1000). Normal hierarchy structurally mandatory.
