Mathematical correction reveals Mandelbrot's iteration describes the Universal Cascade Law's ground state.
Paper 01 of this series documented how complexity mathematics was diverted for fifty years by the visual beauty of a single equation. This paper provides the mathematical correction. Mandelbrot's iteration z → z² + c is shown to be the unique canonical form of the Universal Cascade Law (UCL) restricted to the minimum topology class in three-dimensional middle-scale domains. It satisfies all three conditions of the Universal Cascade Theorem (C₁, C₂, C₃) as a consequence of the UCL, not independently of it. The z=2 topology class, represented canonically by z → z² + c, is the ground state of the cascade architecture — the minimum nonlinearity that permits period-doubling cascades governed by the Feigenbaum constants. Extreme-scale domains (quantum: infinite-dimensional function spaces; cosmological: tensor fields in spacetime) require higher topology classes that Mandelbrot's equation cannot describe. The complete classification program that Poincaré's qualitative dynamics anticipated and the UCL now provides spans all scales and all topologies. Mandelbrot's equation is not a fundamental law. It is a geometric consequence — the face of the UCL at human-observable scale. The relationship is exact: Mandelbrot is to the UCL as Newton is to general relativity. A correct special case within a domain, derivable from the general theory, not fundamental to it. The field that forgot itself is now complete. Paper 53 of the Resonance Theory Series.
