This paper extends the ASR Framework by introducing three new structural elements and showing how they connect to the existing corpus without contradicting it. Starting from the question that the Principle of Convergent Inaccessibility (Paper 6) left open — what generates U = F(U)? — the paper introduces: (i) M, the structure without observer and the equation of possible equations; (ii) the First Principle (FP) as the auto-reflexive meta-actualisation of M, structurally necessary, the actuating engine of the Convergent Apeiron; (iii) the Transcendental Operator T_Ω, which projects M oriented towards the specific function F of our universe. U = F(U) remains necessary for independent logical reasons (no exterior to the universe exists) and acquires a second structural justification: M → FP → T_Ω selects this specific F. The PCI is generalised: Λ ≠ ∅ is not a property of our universe — it is a structural property of M. The cumulative residual Λ_total = Λ(T_Ω) + Λ(C) + Λ(Π) enriches the meaning of the free parameters of physics. The entire paper carries status [S] or [C]. The only [D] claim is the logical necessity of U = F(U), inherited from previous Papers. This is not a defect — it is the nature of the territory explored: at the boundary between theoretical physics, foundational mathematics, and philosophy.
