MESSAGE to Heads of State and Government This Qur’an Study MESSAGE publication records the rationale, surviving date record, and preserved transcript for MESSAGE delivery to heads of state and government. It is delivered by محمود احمد / Mahmoud Ahmed in the capacity of the messenger of Allah / God, the messenger explicitly named Ahmed by Eessa / Jesus in Q 61:6. The publication explains why letters were sent to leaders associated with the author’s language capacity, residence, national association, and public responsibility: Prime Minister John Howard of Australia, Prime Minister Abdullah Badawi of Malaysia, President Pervez Musharraf of Pakistan, the then Prime Minister of Pakistan, Chaudhry Shujaat Hussain, President George W. Bush of the United States, Prime Minister Tony Blair of the United Kingdom, and President Donald J. Trump of the United States. The article also records the Qur’anic precedent for message delivery to rulers, including Solomon’s letter to the Queen of Sheba and the sending of Moses and Aaron to Pharaoh. It notes that the author also saw open letters by Keikhosrow Emami, which contributed to the decision to write to heads of state as a public delivery method. Earlier electronic attachments from the 2004 Yahoo-era archive were not preserved in the recovered mbox, but dates and provenance markers remain. The most recent preserved letter is the 2025 letter to President Donald J. Trump, incorporating input from Sister C.M. The transcript is preserved from an archived WhatsApp record. The letter was physically mailed from Madeira, Portugal, on 2025-01-22; electronic working versions were destroyed after physical mailing for security reasons. The publication also affirms the prior delivery of Rashad Khalifa, Messenger of the Covenant, through whom the mathematical code 19 of the Qur’an was delivered.
