This working paper develops Essential Terra Core as the regional implementation layer of AXION, a hardware-agnostic exchange architecture for AI data infrastructure. The framework does not define a data center product, device bundle, cloud platform, execution operating system, energy project, access-control engine, legal-effect mechanism, or public-administration engine. Instead, it defines a non-executive implementation grammar for relating Coordinate Matrix references to local facilities, nodes, data positions, authority conditions, evidence references, result references, preservation contexts, heat-demand references, and backend accommodation layers. The paper follows Paper 27, which introduced AXION as a hardware-agnostic exchange architecture for regional AI data infrastructure, and Paper 28, which developed the Coordinate Matrix as a seven-axis reference alignment structure. Essential Terra Core is positioned as the next structural layer: it translates coordinate alignment into bounded regional implementation units without absorbing the functions of computation, public authority, legal confirmation, evidence certification, economic settlement, energy delivery, or hardware control. The framework defines Terra Node, Terra Link, Terra Heat, Terra Vault, and Terra Authority as primary implementation-reference units. It also positions Terra Appliance, Terra Module, Terra Silicon, and Terra Topology as supporting layers for installation, functional decomposition, hardware-candidate accommodation, and regional placement. The contribution is a public structural grammar for regional AI infrastructure implementation that preserves hardware independence, provider independence, public-institutional autonomy, human responsibility, non-substitution between reference and execution, and boundary-preserving interoperability across local, public, industrial, agricultural, urban, energy, and preservation contexts.
