Vision document proposes a civic infrastructure framework to enhance collaboration and knowledge sharing through demonstrated contributions.
Harmony is a civic infrastructure framework designed to surface human genius at scale — connecting people, questions, and knowledge across the challenges that matter most, through demonstrated contribution rather than declared credentials. This working paper presents the full design architecture, principles, and approach underlying Harmony, including illustrative missions, character studies, and three pilot domains. The framework proposes a learning system that builds contributor portraits from what people do rather than what they claim, surfaces missions for people through pattern recognition across domains, and grows through the trust networks it helps create. Grounded in empirical frameworks from Csikszentmihalyi, McGonigal, Seligman, Jenkins, and Ostrom, and drawing on thirty years of practice across organizational and civic contexts, Harmony addresses the class of problem no single expert can solve, no single institution can own, and no existing system is equipped to address. This is a vision document, not a product specification. It is complete enough to be useful and incomplete enough to require contribution.
