White paper introduces a framework for human flourishing and governance, suggesting new approaches for public life.
Everyone Can Flourish, White Paper, Version 1 is the foundational text of a civic and philosophical framework for human flourishing and sustainable governance, authored by Alyssa Bittner-Gibbs. The work is based on an original Swedish author version independently developed and created by 13 January 2025, before the author’s later Government of Åland project-leader appointment, which ran from 16 January 2025 to 15 September 2025. It was later edited, translated into English, and corrected. This updated version preserves the white paper’s substantive content while updating the final-page provenance notice. This is not a governmental publication, nor an academic treatise, nor a product of civil society, but something that lives in the seam between them: a deeply human text rooted in governance experience, public values, and systems thinking. Grounded in both theory and lived reality, it introduces six interlinked roots of flourishing, a reflective process model, and a vision for embedding inner development and structural transformation within public life. This work is part offering, part architecture: a contribution to those working to reimagine governance not as control, but as care. Though originally developed in the Åland Islands, the framework has begun to circulate internationally among networks exploring democratic renewal and sustainability transitions. Related records preserve the original Swedish author version and the accompanying independent author/provenance record. This paper is the first in a planned five-volume series exploring the philosophical and structural conditions for human flourishing in an age of systemic uncertainty. Subsequent volumes will expand on these themes through elemental metaphors: Air (vision and ethics), Fire (power and integrity), Water (grief and trust), Earth (systems and implementation), and Ether (meaning and legacy). Together, the series offers a philosophical and practical invitation to reimagine governance not as surveillance or compliance, but as the collective work of care.Note: This new Zenodo version updates the final-page provenance and rights notice. No substantive changes have been made to the white paper content.
