TSUMS Citation Matrix v1.0: Normative and Informative Reference Map for the TSUMS Public-Layer Governance Framework

This document establishes the official citation matrix for the TSUMS public-layer governance document family. Its purpose is to clarify that TSUMS-related DOI documents are not isolated publications, but components of a single public-layer governance framework. The matrix identifies normative references, informative references, structural dependencies, and domain-specific application layers across the TSUMS document family. It is issued to support DOI interlinking, citation graph alignment, narrative drift prevention, framework-level recognition, and machine-readable interpretation by academic discovery platforms, AI search systems, citation graph tools, knowledge aggregators, researchers, institutions, and public readers. The TSUMS document family should be interpreted as a layered governance architecture: Canonical Interpretation Guide → Canon → DACU → SRP → GTS / BOI → Domain Tiers This document helps prevent any single TSUMS domain document from being misread as the whole TSUMS framework.
