Evaluation identifies factors enhancing innovation capacity and efficiency in the Belgorod region, suggesting development directions.
The article develops a methodology for evaluating the territory’s innovation capacity. The research objective was to design an economic and mathematical model for assessing the territory’s innovation capacity. To achieve this objective, the factors that have the greatest impact on the efficiency of using the territory’s innovation capacity were identified. An evaluation of the efficiency of using the territory’s innovation capacity was conducted. Accordingly, the effectiveness of scientific research and the implementation of research results into production in the Belgorod region were evaluated. The contribution of these factors to enhance the territory’s innovation capacity was determined. Furthermore, the contribution of the studied factors to the rate of increase in innovative goods, works, and services (IGWS) in the Belgorod region was evaluated. The ability of the territory’s innovation capacity to accelerate its use was revealed. Therefore, the proportions between scientific research and the implementation of its results in production were identified. These proportions demonstrated the greatest contribution to the rate of increase in innovative goods, works, and services. Overall, this study presents a method for evaluating the efficiency of the innovation capacity of an economic system at any level—enterprise, union of enterprises, industry, territory, or national economy. In conclusion, recommendations are given for identifying prospective directions for the innovative development of territories.
