The 2004 Citizenship Referendum: A pivotal moment in Irish Black Studies and Black diasporic study

Ireland's position within global colonial whiteness offers a valuable lens for Black diasporic study, foregrounding experiences of blackness beyond imperial centres. Contemporary racial dynamics in Ireland are marked by increasingly restrictive definitions of ‘Irishness’ in both symbolic and juridical terms. A key moment in this transformation was the 2004 Citizenship Referendum, which replaced birthright citizenship (jus soli) with citizenship by descent (jus sanguinis). Public discourse surrounding the referendum mobilised a racialised and gendered moral panic that cast migrant mothers, particularly Black African mothers, as threats to a presumed national homogeneity. Two decades later, second- and third-generation Black Irish people born and raised in Ireland continue to be framed as ‘newcomers’ or ‘non-nationals’, obscuring the complexity of their lived experiences. This article examines the enduring impact of the referendum on racial dynamics in Ireland, with particular attention to Black Irish young people. It examines how negotiations of belonging in a national imaginary that continues to position Black people as external to the body politic can inform Black diasporic study. By centring the referendum and its afterlives, the article argues that this moment recalibrated the symbolic boundaries of Irish identity and intensified the association of blackness with foreignness and national anxiety. Using autoethnographic illustration, the article considers how Black Irish individuals negotiate and contest these conditions.
