White paper proposes an evidence-centered model to enhance competency assurance in vocational education and training in Australia, suggesting a pathway for implementation.
This white paper proposes a transition from compliance-oriented vocational education and training administration toward an evidence-centred competency assurance model. Building upon previous work examining the adaptation of the Standards for Reporting Qualitative Research (SRQR) to workplace-based Vocational Education and Training (VET), the paper develops a practical framework for the collection, validation, governance and utilisation of workplace evidence. The framework positions workplace activity, learner portfolios, supervisor observations, assessor judgements and organisational performance records as components of an integrated evidence ecosystem. The paper examines governance structures, enterprise delivery models, Recognition of Prior Learning processes, quality assurance mechanisms and workforce capability development. It further outlines a national implementation pathway designed to strengthen transparency, auditability, industry confidence and regulatory assurance throughout the Australian VET system. The proposed approach seeks to improve workforce development outcomes while maintaining alignment with national competency standards and existing regulatory requirements.
