Abstract

CDN-359 compiles the CDN-358 public replay docket into a public claim ledger. A claim exists only as a receipt-backed ledger state: every claim row names a source replay receipt, and the active claim view excludes rejected, superseded, and withdrawn receipt states. Corrections and withdrawals append receipt-backed ledger events instead of rewriting older rows. The locked result is NOCLAIMWITHOUTAREPLAYRECEIPT.
