Systems analysis explores assessment, certification, and examination rules in New South Wales' educational governance, indicating critical relationships.
This article presents a systems-level analysis of the regulatory architecture governing the New South Wales Higher School Certificate (HSC). Rather than examining curriculum delivery or educational outcomes, the paper analyses the Assessment, Certification and Examination (ACE) Rules as a regulatory framework operating under the Education Act 1990 (NSW). The study identifies the legislative delegation underpinning the ACE Rules, classifies regulatory functions, examines relationships between statutory requirements, delegated rules and administrative policy, and maps the dependencies between certification, assessment, examinations and credential issuance. Visual systems models are used to describe regulatory workflows and decision pathways. The paper provides a reference framework for researchers, policymakers and education administrators seeking to understand the governance structure of the NSW HSC.
