This paper presents the software architecture and design of SELIS: A Smart Energy & Lighting Infrastructure Simulator. SELIS is a simulation-based framework designed to support the planning, operation, and modernization of public lighting systems. Its architecture integrates clustering algorithms, financial analysis, and communication components in a modular and reproducible environment. SELIS allows users to explore design alternatives, evaluate economic impacts, and test operational strategies without costly pilot deployments. Validated with a Brazilian case study but adaptable to other contexts, SELIS provides municipalities, utilities, and researchers with a practical, extensible, and open-source tool for sustainable smart city development.
